Article I Membership

Membership in the RVSA Junior 'A' and Junior 'B' Basketball leagues is available to all RVSD middle schools.

Article II Eligibility
  1. Eligibility rules are those set forth in the RVSA By-Laws Article II.
  2. A Junior A team roster, signed by the principal, must be submitted to the sports coordinator by February 1.
  3. No middle school athlete is eligible to play Junior Varsity or Varsity Basketball.
  4. Middle schools are eligible for South Central Zone competitions.

Article III Organization
  1. Participating schools are required to send one representative (athletic director) to the fall and spring middle school sports meetings.
  2. A Basketball commissioner is approved by the Governing Body for a two-year term.
  3. Middle schools may enter a maximum of one Boys and one Girls Junior A teams and two Boys and two Girls Junior B teams.
  4. Participation in the RVSA Junior A Basketball league includes the RVSA Divisional Championships.
  5. The Junior A league schedule includes a seeding tournament based on school population, followed by two league tournaments that rank teams for the RVSA Divisional Championships into two Tiers. The statistics are based on two points for a win and zero for a loss. Games are scheduled on the hour.
  6. Junior A RVSA Divisional Championship tournaments are held on a Thursday and Friday afternoon/evening on the weekend after the Calgary Minor Basketball playoffs.
    1. Teams are divided into two Tiers with awards for both.
    2. Medallion/ banner for Tier 1 and ribbons for Tier 2 are awarded.
  7. The Junior A RVSA Divisional Championship tournaments are held in larger gymnasiums. Girls semi-final are at one location; Boys semi-finals at another Both Girls and Boys finals are held at the same location.        
  8. The Junior B League has been established to develop an interest in basketball. There are three Friday tournaments at which each team has a minimum of two games. No records are kept.

Article IV Rules and Regulations
  1. All games are played according to NCAA Rules.
  2. Exceptions to the rules are listed in the Junior A Basketball Rule Modifications and Junior B Basketball Rule Modifications.
  3. League standings are determined on a point basis of two points for a win and zero points for a loss. Statistics show only points against. 
  4. In the event of a tie, the following tie-breaking procedures are used to determine the higher standing:
    1. Win - loss record between the tied teams.
    2. Points against between the tied teams.
    3. Win - loss record between the tied teams and the first place team, or second place team or third place team etc.
    4. Points against between the tied teams and the first place team, or the second place team, or the third place team etc.
    5. Overall points against.
    6. Total points against.
    7. Total points for.
    8. Coin toss.      
  5. The home team has the choice of bench, visiting team has the choice of basket.

Article V Facilities and Equipment
  1. The designated host team provides a game ball, scoresheet and score cards.
  2. The designated host team provides space for each team to change and shower.
  3. The facilities are booked by the sports coordinator. Schools must be prepared to host/co-host at a school other than their own.
  4. All teams use the regulation basketball.
  5. All teams must supply their own practice balls. The host school supplies size 6 game balls.

Article VI Minor Officials
  1. The designated host team organizes three trained score keepers and timers for each game. Each participating team provides one person to assist with these duties.
  2. All teams train personnel for the officiating jobs.

Article VII Major Officials and Their Duties
  1. The RVSA Basketball league uses carded basketball officials for both the Junior 'A' and 'B' leagues and RVSA Divisional Championship tournament. Junior A has two officials and Junior B has one official.
  2. The officials operate according to the NCAA rules unless otherwise instructed by the RVSA Basketball commissioner in the rule modifications. Such instructions result only from decisions made by coaches at the Coaches' Organizational meetings and ratified by the Governing Body at a Sports Parameters meeting.
  3. If an official fails to appear, and the coaches decide to play the game with a non-scheduled referee, that match stands as a league competition.
  4. The sports coordinator is responsible for scheduling league and play-off officials.

Article VIII Code of Conduct

All athletes and parents must sign the RVSA Code of Conduct for Athletes and Spectators prior to participating in any exhibition or RVSA event. Coaches must also sign the RVSA Code of Conduct for Coaches. Failure to complete the form results in that participant being disqualified from play and may result in his/her team forfeiting points gained while participating with an ineligible participant.

Article IX Tournament Cancellation Procedures

In the event that a tournament must be postponed due to bad weather and/or poor road conditions, the sports coordinator informs schools, and reschedules officials and facilities. The sports coordinator contacts each school via phone and email.

Article X Grievances and Disciplinary Procedures
  1. All grievances are dealt with according to the RVSA Appeal Policy - RVSA By-Laws Article XII.
  2. Players/coaches ejected from a game due to unsportsmanlike and /or flagrant conduct are automatically suspended for the next league or play-off game and receives a disciplinary letter from the commissioner, with copies sent to the coach, principal and the sports coordinator.
  3. Any player/coach accumulating three or more technical fouls in a season is suspended for the next league or play-off game and receives a disciplinary letter from the commissioner, with copies sent to the coach, principal and the sports coordinator.

Article XI Awards

The RVSD sponsors awards for the RVSA Divisional Championsh tournaments. They include the following:

  1. First, second and third-place medallions and fourth-place ribbns for Boys and Girls, Junior A Tier 1 and the same for Tier 2.
  2. RVSA Divisional Championship banners for Junior A Boys and Girls, Tier 1.
  3. Participation ribbons for all Junior B’ teams.
