- Notable Rule Changes (Thank you to Marc Barber for preparing the following information)
* Contact with the Net:
In the past, contact with the net was a fault when it is made during the action of playing the ball or if it interferes with the play.
The new rule states that contact with the net is a fault ONLY if it interferes with the play.
Interference with the play could include:
-‐ Touching the top band of the net or the top 80 cm of the antennae during his/her action of playing the ball, or
-‐ Taking support from the net simultaneously with playing the ball, or
-‐ Creating an advantage over the opponent, or
-‐ Making actions which hinder an opponent’s legitimate attempt to play the ball
It is strongly recommended for all officials to observe the posted video to gain understanding of this new rule: http://www.youtube.com/watch?v=8RZAHDIgRUE
* Penetration Under the Net:
• It is permitted to penetrate into the space under the net, provided that this does not interfere with the play.
• to touch the opponent's court with a foot (feet) is permitted, provided that some part of the penetrating foot (feet) remains either in contact with or directly above the centre line
• to touch the opponent’s court with any part of the body above the feet is permitted provided that it does not interfere with the opponent’s play
• A player may enter the opponent’s court after the ball goes out of play.
• Players may penetrate into the opponent’s free zone provided that they do not interfere with the opponent’s play.
Proposed RSVA Volleyball Rule Modification (Action: JM to include in our rule modifications.
Serve Receive Rule:
Currently, the Volleyball Canada rule for 16U and younger competitions does not permit a player to receive a serve using an overhand pass with the fingers (volleying/setting the serve). According to this rule, regardless of the quality of the contact, the referee will use the double-hit signal to indicate an infraction each time a serve is received in this manner.
It was proposed at the MS VB Coaches meeting that for both RVSA Jr. A and Jr. B Leagues that players be permitted to contact the ball off a serve as they are permitted for any hard-driven attack which would make it legal to momentarily lift or push a hard-driven ball (or in our case, a serve) on the first contact.
Rational: to increase contacts and encourage more rallies. Jr. A and B volleyball rules should encourage rally play. Many athletes at this age lack the spatial awareness to respond to a hard-driven serve in time to position themselves in a balanced, stable forearm passing position. As a result, too many potential rallies are killed by a whistle requiring technical abilities beyond the developmental ability of some athletes. Kids want to play, we want them to enjoy the game. This rule would achieve both.
- Triple Ball
Thanks to Jeff Shaw at Ralph McCall for hosting the meeting in order to do a Triple Ball demonstration. And thank you to Marc Barb for demonstrating. Please go to Coaches' Corner for three documents explaining Triple Ball. You can also watch a video at http://www.youtube.com/watch?v=8RZAHDIgRUE
- Next meeting
There is no specific post-season volleyball meeting. Coaches are asked to note comments and bring them to the general post-season sports meeting
on Thursday, May 5.
